Who: Kurt and YOU
What: A reprogrammed Kurt does the government's bidding, looking at captured metas and doing spy work
When: During the event
Where: Around the city and the lab Kurt works in
Warnings: Sample gathering, but nothing too invasive at the moment
Experiments
Seeing as Kurt did this sort of thing back in his reality, the government decided to put him in charge of studying the metas that get captured. Mostly this means gathering tissue samples or running experiments on them, such as reflex testing.
Kurt doesn't need to tell anybody brought in that they're special, because the metas don't go for that like the human abductees do.
His boss tells him that another meta's been brought in, and has been restrained in the lab. Guess it's time to do his thing. Kurt enters the lab and hovers over the test subject, strapped to the cold exam table.
"Hey, buddy. Don't get weird."
Field Work
When Kurt's not examining the government's prisoners, he's being sent out to spy on the civilians and metas. Even though Kurt's not a very good spy and his fellow Reptilian no doubt thinks their bosses are making a mistake by letting Kurt do field work.
Wearing his human disguise, Kurt makes his way to a cafe to order himself a mocha and keep his eyes and ears open for anything suspicious, or that sounds like rebel talk.

Field Work
That was why he was taking a risk and waiting for someone he had been told to meet in a public place.
Archer had done his own spywork back in the day, and unlike Kurt he was quite skilled in it. When he noticed the man, he instantly knew something was up. Either Archer had been told to meet with someone who was sub par - unlikely due to what he had heard about the individual - or there were civilians who were keeping an eye open for what was going on. (Surely, this was no government spy, as it seemed unfathomable that they would hire someone who looked so out of place in his own skin to do spywork among the general public. Archer had far too much faith in the idea that this world's government was competent.)
This resulted in Archer putting on a friendly expression and moving to talk to the man, standing not far from him.
"Hello, wonderful afternoon, is it not?"
He'd figure out what was going on, and without being marked as suspicious himself. Or, at least that was the goal.

"Right this way. I know a great place," Making sure Apollo was following him, Kurt left the coffee shop. He had a few destinations in mind that were nice and secluded.

Archer noted that the man hadn't mentioned particularly where they were going, and considered that perhaps it might be time to offer him some hospitality.

"There's a really cool lighthouse down by the beach. Or a bridge down at the park."

He makes a note to himself to comment on the lighthouse and bridge as soon as appropriate.

"The bridge is closer, we can go see that first." Both locations are pretty secluded, so he can get more information on Archer for his bosses.

"That sounds lovely. May I ask what the significance of the bridge and lighthouse are? I'm sure they have a fantastic view, but many landmarks have both history and particular things they are used for in the modern day." His words seem so relaxing as he speaks, enticing and non-judgemental.

"I see. It's a shame there aren't so many philanthropic sorts in this day and age. Before I came to America it was quite common to see large parks at regular intervals in cities." He makes himself sound as though he's nostalgic. "They are far less common where I live now."

It should be weird that Kurt gave away that he doesn't actually know a lot about Earth landmarks, but for some reason it just doesn't occur to him that he said more than he should have.

Where he was from was easy - while some things were different in this world, much of the geography was in many ways similar. Perhaps he would have been in a far less beneficial position had he come from outside Japan, as several regions appeared to have completely different names and some locations were seemingly scrambled in comparison.
